This mod is also compatible with the 3rd March 1.3 release. It is meant to be, effectively, a historical showing of the Russian Tsardom from 1836 to (hopefully) 1936, and all of the trials and tribulations that come with it. For more help opening or using the console, see our console help page.
There is very little railroading in base game except absolutely pivotal events, and HPM just adds a few more. I reinstalled, deleted documents folder, launched the game before launching with mods.
